1999 – Present
President of Smart Solutions of Delaware, Inc., Fairfax VA.
Founder and owner of Smart Solutions a small consultancy providing services
to small businesses.
CURRENT CLIENTS: AMS Consulting Group, Spectra Logic, and Metro Sleep.
Guiding funding support to ABEO, Corp. located at Dulles Airport.
1966 – 1998 – Navy Career
Served as a Rear Admiral in the Navy Supply Corps. Honorably retired
in Jan of 1999 with a VA service disability rating of 60%. During Navy
career while afloat, led people aboard ships including small vessels
such as (LSD-6) to the world’s first Polaris missile submarine (SSBN-598),
as well as aboard large complex stores ships (AFS-6) supporting the
SIXTH FLEET. While ashore, worked in staff positions from COMSUBPAC
in Hawaii; SIXTH FLEET Replenishment Officer in Naples, Italy to the
Joint Staff in Washington. At Commander Service Force Sixth Fleet created
the ship’s husbanding arrangements with every port in the Mediterranean.
All activities, including the highly visible command positions, as well
as, the politically charged joint service staff positions were associated
with consistent success. In periods of growth, instituted intern programs
for selecting and developing future leaders with a personal commitment
to coaching and mentoring.

1995 – 1998 Director, Shore Installation Management, U.S. Navy
Led the most significant Navy shore infrastructure redesign in modern
times, consisting of regionalization of common base operations in nine
locations, streamlining of functions with the insertion of technology
to facilitate re-engineering, and ultimately outsourcing and privatization
competitions. Information Technology was the key to regionalization.
Served as the principal Navy representative; interacted with Federal,
State and local jurisdictions, as well as Labor Unions and nongovernmental
organizations. Created a start-up SMART BASE prototype station that
tested commercial off-the-shelf software and non-developmental items
for use in re-engineering and streamlining efforts; promoted a commercial
information highway/SMART LINK, connecting WANs and LANS, and the use
of stored-data/SMART CARD technology. Acted as a “change agent”, and
represented the Navy on major decision boards: Defense Science Board,
Quadrennial Defense Review, and before the Congress.
1993-1995 Deputy Director, Planning and Resources for Logistics,
Joint Staff,
Department of Defense, (J-4)
As Director Planning and Resources was responsible for the Logistics
planning directives and War Plan Annexes, for the JCS. Led readiness
reviews for the Vice Chairman and was a member of the team that created
the Joint Requirements Oversight Council (JROC) that traveled the world
working with Regional CINC’s on infrastructure, communication and equipment
availability. Lead the Logistics requirements vision and the funding
to migrate from the World Wide Management System into Global Command
and Communications System (GCCS). Represented the Chairman, on the Defense
Science Board, and conducted briefings on major equipment purchases
in the “Tank” to the Service Chiefs and the Chairman. Met with the Pentagon
Press pool, prepared and presented reports to the Congress.
1991-1993 Commanding Officer, Naval Supply Center, San Diego
As Commanding Officer, Fleet and Industrial Supply Center led the first
Major Navy Restructuring since WW II. Upon reporting aboard during the
summer of 1991, the Command was known as the Naval Supply Center; prior
to detaching, it was renamed the Fleet and Industrial Support Center
(FISC) to reflect the increased scope and mission of the operation.
The restructure and regionalization of Navy included the leadership
of, the budgeting for, and the operational and technical interface with
all DOD and other Government agencies in Southern California. Personally
led and implemented cultural change initiatives through training and
leadership development programs to prepare the workforce for the transformation
of the Navy. Achieved a major personnel reorganization of West Coast
supply operations.
1989-1991 Defense Logistics Agency
Served as the DLA Readiness Officer directing the DLA emergency
supply operations centers. Tour included the planning for and the execution
of the massive buildup in support of Operation Desert Shield / Storm
for the DLA.
1986-1989 Director Navy Supply Corps Personnel
Managed the complete career cycle including recruitment, training,
assignment, promotion, retirements for 4,600 Officers and 56, 000 enlisted
personnel in logistics positions world wide.
